Withholding Tax in NAV 2013R2 W1

Hi,

Is it possible to set up WHT in NAV2013R2 W1 or a later NAV version with W1 localization?

We're looking to change to a customized NAV version, however the vendor is only offering the W1 version.
We do currently is WHT in the APAC version, however I'm hopin git can be set up in W1 as well, maybe as simple as setting up a negative tax?
