Block G/L Budget

Hi

I am using NAV 2013 and have uploaded a revised budget in mid of the year.  Now I want to block the previous budget.  There is "Blocked" column but it is not allowing me to tick this box.  Any idea how to block the previous budget? (I don't want to delete the old budget)
